Health and safety reform bill – delay of Select Committee report
As we have previously reported, the Health and Safety Reform Bill 2014 (the Bill) will replace the Health and Safety in Employment Act 1992 and will cause significant change to health and safety in the workplace.

The Bill is currently working its way through Parliament and is currently before the Transport and Industrial Relations Select Committee (the Committee).  The Committee was due to report on the Bill on 30 March 2015 but the deadline for the Committee’s report has now been extended to 29 May 2015.

There is still an expectation that the Bill will come into force sometime in the second half of 2015 (or possibly early 2016).

Draft regulations published
As part of the Government’s health and safety reforms, regulations will be introduced to work with the new Health and Safety Act (which will be created when the Bill becomes law).

The Ministry of Business, Innovation and Employment (MBIE) has recently released a set of draft regulations which will eventually form part of the new Act’s framework.
MBIE has invited stakeholders to provide feedback on the draft regulations to ensure that they are fit for purpose and technically accurate.

Copies of the draft regulations are available here and they include:
-   Regulations for General Risk and Workplace Management;
-   Regulations for Major Hazard Facilities;
-   Regulations for work involving Asbestos; and
-   Transfer of recently-made Health and Safety in Employment regulations.

Further draft regulations will be released later this year.
